The National Bank of Rwanda (BNR) launched full interoperability for its eKash national payment system on July 13, 2026, a move designed to connect all licensed financial service providers in the country onto a single digital payments platform. The system, operated by RSwitch, the national switch, allows for seamless transactions between different banks, mobile money wallets, and merchant accounts, regardless of the customer's service provider. The central bank stated the initiative is a key pillar of its national financial inclusion strategy and aims to reduce cash dependency in the economy.
The launch follows a period of testing and gradual onboarding of participants. According to the central bank, eKash now enables Rwandans to send money from any mobile money account to any bank account, pay for goods and services at any registered merchant, and withdraw cash from any agent, all through a unified system. This addresses a longstanding friction point in Rwanda's digital finance landscape, where customers previously faced limitations when transacting across different closed-loop systems operated by competing banks and telecom companies.
However, the launch coincides with an announcement that RSwitch will phase out its own standalone eKash digital wallet service. In a separate statement, RSwitch clarified that the eKash brand name will continue to represent the national interoperability infrastructure, but its consumer-facing wallet product will be discontinued. "The eKash wallet service, as operated by RSwitch, will be phased out," the company confirmed, noting that users will be guided to migrate to other licensed wallets that are connected to the interoperable platform. This shift underscores the BNR's vision for eKash as a public utility and backbone, rather than a competitive product in the market.
The push for a unified national system occurs against a backdrop of regulatory scrutiny on individual operators. Earlier in July, the BNR extended its suspension of Mobicash Rwanda, the mobile money service of a local microfinance bank, citing ongoing concerns over regulatory compliance. The central bank did not specify the nature of the compliance issues but stated the suspension would remain in effect until they are resolved. This action highlights the BNR's focus on ensuring stability and adherence to rules within the broader digital payments ecosystem it is seeking to integrate.
Industry observers note that Rwanda's approach mirrors efforts in other African markets, such as Kenya's PesaLink and Ghana's GhIPSS, where central banks or industry consortia have established national switches to break down silos between financial institutions. The success of such systems often hinges on widespread adoption by both providers and consumers. In parallel, private sector innovation continues, as seen with the recent launch of 'RidewithMomo' by MobileMoney Fintech in Ghana, a service promoting cashless payments for transportation. While that initiative is in a different market, it reflects the continent-wide trend toward digitizing daily transactions, a goal Rwanda is now pursuing through a centralized, regulated framework.
Proponents of the eKash interoperability project argue it will lower transaction costs, increase convenience, and accelerate the formalization of the economy. "This is a significant step towards a cash-lite society and will drive further innovation in financial services," a representative from the Rwanda Bankers' Association was quoted as saying. The ultimate test will be in its uptake; the system's effectiveness depends on all licensed mobile money operators, banks, and a critical mass of merchants fully integrating their systems, a process that may take time to complete across the country.
